Warehouse configuration for lot tracked, bin mandatory environment

We are a small company that is upgrading to NAV 2018. We want to balance the number of transactions per shipment against using the improved functionality of the system. We require lot tracking and bin mandatory and right now we mostly process order by order - the only exception is we would like to receive multiple purchase orders at once if possible. We do not have bar coding, so directed pick and put away is out of the question. We are struggling between choosing warehouse documents and inventory documents.
Our desire is to have the system allocate based on FEFO, print a pick document of some type that has lot , bin on it. Ideally then be able to post the shipment without registering a pick.
I thought we had a good process using inventory pick but it is not working well for when we have an order for which there is not enough material available (partial shipment with resulting backorder) We tried creating two lines, one for the available qty and one for the balance, and the performing item tracking on the first line (available qty)
The system allocates appropriately to this line. We then deleted the bin code and the ship dates from the second line (unavailable qty) and printed the inventory pick. The inventory pick still prints the unavailable line and indicates a bin, even thought there is no bin in the line or no default bin on the item. This will be confusing to the warehouse folks-  as it looks the same as a line that should be picked

A second less pressing question - is there a way to assign inventory picks to workers or is this function only available when using warehouse documents (warehouse pick and warehouse shipment)
    Thank you

Check out the Bin Policies tab on the Location Card and try removing the check from the Always Create Pick Line checkbox.

    Bin Policies

You can assign a Pick to a Picker (defined NAV user) when you create the pick:

Thank you Lewis. I will try this in warehouse shipment. Do you know of a way to do the same when using inventory documents (inventory picks) as opposed to warehouse picks? I cannot find a place on inventory picks to assign a user and also , to uncheck the require pick line setting. When I have the require pick checkbox activated without require shipment checkbox activated (inventory documents) the Always print pick line field is grayed out.

Sorry...it appears that the checkbox is only activated with Directed Put-away and Pick.
