To get it to copy all rows is very clumsy.
Clicking on the arrow or the 3 dots does allow me to use CTRL End to get to the end of the list.
Coping all the rows does require a dance of scrolling though. Either way I had to scroll up or down

What do you do you actually select before pressing Ctrl-End?
I did some more testing.
- Selecting the arrow at the left of the row and using Ctrl-End does not work
- Selecting the 3 vertical dots works, BUT you have to use hit Esc to get rid of the context menu
- Selecting any field does work, Just need to be careful if you select an editable field (just need to be careful, as you're now in edit mode)
Unfortunately none of this solves the problem. I still get 60 rows after doing Ctrl-End, Select All, Copy

Yes, we see the same results in 2020 Wave 2. I agree if you select all the user expects ALL not some.
CTRL End does bring us to the bottom of the list though.

Anyone else having issues with this?
If I do select more, check the box at top of grid (e.g. in sales lines) and copy, I get 50 rows, scroll down, select all, copy rows I get 100 records, so i have to scroll to the very last record which takes forever. (keyboard shortcut to go to last record in list does not work either). We have blanket sales orders with 100's of lines and it's very cumbersome to work with. (Yes, I know it's loading data in pages, but when a user clicks select all, they expect that, not select what's been paged through)
