I have it setup on the profiles assigned to the users, however, I don't have separate folder for 'Record' and 'Page', could that be an issue?
It all links to ...\NAV\OneNote folder

Check to make sure that those users belong to a Profile (Administration/Application Setup/Role Tailored Client/Profiles) that has the OneNote path assigned. In my example below, anyone with a User Personalization set to "BUSINESS MANAGER" would not have access to the OneNote data.
